The new building of the largest privately-owned health campus in the Baltics received a cornerstone
On February 10, the cornerstone was laid for the new Endel Tulving Health Center in the Ülemiste City health campus. The building, which will be completed in 2027, will make the Ülemiste City health campus the largest privately-owned campus in the Baltics. The anchor tenant of Health Center 3 will be nursing home service provider Pihlakodu.
The laying of the cornerstone of Health Center 3 marks the beginning of the third and final construction phase of the Ülemiste City health campus, which will increase the area of the campus’s health cluster to more than 27,000 square meters.
“The idea for the Ülemiste City health campus was born in 2018, and today it has become one of the most important health service providers in the region, combining a wide range of preventive and treatment services and at the same time promoting innovation in the healthcare sector,” said Sten Pärnits, Chairman of the Board of Mainor Ülemiste.
“The anchor tenant of Health House 3 will be Pihlakodu, a modern nursing home service provider, and with its expansion into the campus, we can say that the health services here cover the entire life span of a person. The Pihlakodu service is exceptional because the goal is for seniors to interact with kindergarten children, schoolchildren and EEK Mainor students and take part in community events and a community garden,” added Pärnits.
Tallinn Deputy Mayor Riina Solman said she was pleased that the southern part of Lasnamäe is getting even more quality health services. “When health services cover a person’s needs at different stages of life, a truly functional safety net is created and there is certainty that help is nearby. Pihlakodu’s approach is unique, offering a senior citizen home service in the middle of the city and enabling community-based intergenerational activities that enrich the lives of both young and old,” added Solman.
Health Center 3 and Health Center 2 are connected by a gallery, which connects the two buildings into a whole. The new health center covers an area of 10,500 square meters, divided between seven floors. The building was designed by Apex Architecture Office. The architectural and landscape architectural solutions of the health centers form a whole, inspired by an organic form language. Natural materials have been used in the interior architecture, which, together with abundant vegetation and pastel tones, creates a cozy atmosphere. A green belt and park will be built around the health center, which will also attract birds and insects.






According to Pärnits, Ülemiste City has invested 30 million in health promotion over the past six years, the city offers over 35 health services and over 3,000 clients visit health centers. “As the developer of the largest business city in the Baltics, we have a responsibility to create an environment that supports the growth of companies on the one hand, but also the well-being of the people working there. In developing the health city, we have created top-level occupational health care there in cooperation with Meliva and the Tartu University Hospital, brought family medicine and diagnostics with the state-of-the-art technology of the Tallinn Medical Center,” he explained.
Ülemiste City’s first, four-story Health Center was completed in 2020. The same year, a unique 3×3 health model created in cooperation with the University of Tartu was also completed, which has also been the basis for the development of Health Center 2 and the newest, Health Center 3, which was completed in 2024. The model creates a foundation for supporting the mental, physical, and social health of talents through the activities of the campus, the employer, and the individual themselves, promoted by more than 250 top healthcare specialists working in the health centers.
Ülemiste City is the largest business park in the Baltics: home to nearly 400 companies and a working, learning and living environment for 18,000 people. Ülemiste City is being developed by Mainor Ülemiste, a subsidiary of Mainor AS. The 30-hectare campus has 170,000 square meters of rentable office space.
