Submit your idea to guide the development of Ülemiste City

From January 12 to the end of February, all members of the Ülemiste City community can once again submit ideas to the participatory budget of the Ülemiste City Community Fund. This year, up to 38,000 euros can be used to implement the winning idea.  

All members of the Ülemiste City community (employers, employees, students) can submit their ideas here. The idea can be a physical object, event, art project, etc. that supports the well-being of the community and the development of the campus and is publicly available to the Ülemiste City community. In April, all eligible ideas will be voted on and community members can choose the one they like. Last year’s idea collection vote was won by outdoor cinema.

The cost of the proposed solution must be within 38,000 € and it must be feasible to implement within 2026. If the cost of the winning idea is significantly lower, the developer has the right to implement several ideas.


According to Sten Pärnits, Chairman of the Board of Mainor Ülemiste, the participatory budget gives all members of the community the opportunity to direct the development of the campus. “We see from the ideas what is important for our community and, if possible, we also listen to good ideas in the general development of the campus. For example, more greenery has been asked for in the idea collection in both years, and last year we planted several dozen new trees and shrubs across the campus. The K-parking lot received a new green zone, and green strips were built on the edge of Lõõtsa Street, which separate the roadway and the pedestrian area, making traffic safer,” added Sten Pärnits.


Photos, videos, references or other illustrative materials are welcome to support your idea. The originality of the ideas, the impact on mobility and urban space and the promotion of cooperation will be assessed. If necessary, the submitter will be contacted to clarify the details. Ideas that meet the conditions will be put to a vote in April.


One of the goals of the community fund, which was launched in early 2024, is to involve community members in contributing to the development of the campus. In addition to the participatory budget, the community fund will finance development projects, charity and community events. Previously, vertical landscaping (2024) and outdoor cinema (2025) have won the idea competition. Last summer, 4 outdoor cinema sessions took place on the roof of the community building in collaboration with Elektriteater from July to September. One outdoor cinema session also took place at Ülemiste City Day.
